Introduction
Chapter 1: General Rules
Part 1: Name of Association

Name in Chinese: “澳門放射師學會”.

Name in Portuguese: “Associação dos Técnicos de Radiologia de Macau”.

Name in English: “Macau Radiological Technologists’ Association” (MRTA).

Part 2: Aim

      1. The MRTA is committed to the development of the Medical Radiation Technology profession for the

          improvement of the level of service.

      2. The MRTA ensures the reasonable rights and interests of its members.

      3. The MRTA is a non-profit professional association.

Part 3: Site of Association

      Calcada da Vitoria No.75, Kam Lung Kuok, 13/E, Macau.


Chapter 2: Membership

Part 4: Membership Qualifications

      Medical Imaging Technologists who are currently working in Macau with at least a relevant Bachelor Degree

      may apply for the membership. Membership will be conferred after the approval of an application by the

      board of the association.

Part 5: Membership Rights

      1. Members have the right to attend general meetings and to participate in all activities of the association.

      2. Members have the right to vote at general meetings; which includes the right to vote as well as the right

          to stand for election.

      3. Members have the right to propose an objection at general meetings.

      4. Members have the right to terminate and withdraw their memberships.

Part 6: Membership Obligations

      1. Members must abide by the regulations of the association and the resolutions reached at meetings.

      2. Members have an obligation to attend, participate, support, and provide assistance with the activities of

          the association.

      3. Members must make membership payments on time.  Membership will automatically be withdrawn if no

          payment is made for a period of 2 consecutive years or more.

      4. Members should not make speeches or participate in any other activities that would bring the

          association into disrepute.

      5. Members should not attend meetings or take part in any other activities on behalf of the association

          without permission of the board of the association.

Part 7: Penalty

      The board may issue a warning to any member who may have caused a minor offense or cancel the

      membership of any member causing a serious offense.


Chapter 3: Leadership

Part 8: Leadership Structure

      The Structure of the MRTA leadership includes: General Meetings; Board of Directors; Board of

      Supervisors

Part 9: General Meetings

      1. General Meetings take the highest authority of the MRTA, including establishment and modification of

          the constitution of the association. Members of the Board of Directors and the Board of Supervisors are

          responsible for approving work reports and financial reports respectively.

      2. A General Meeting consists of a minimum number of members of the association and will be held at least

          annually. The minimum number of members attending a General Meeting must be at least a half of the

          total membership for quorum  and last an hour. Otherwise, the general meeting will be postponed.

      3. A General Meeting can be held under the agreement of the Board of Directors or on the request at least

          one-third of the members, who must each sign the request.

      4. A General Meeting has one Chairman and two Vice-chairmen (1st Vice-chairman and 2nd Vice-

          chairman) who are elected by the general assembly; with the term of service of a period of three years.

          Several Honorary Chairmen can also be invited by the Board of Directors for the same concurrent

          period of office as that of the Board of Directors.

      5. The elected Chairman is responsible for hosting General Meetings.  Vice-chairmen are responsible for  

          taking-over relevant duties in the absence of the Chairman.

      6. Official proposals can be issued by the Board of Directors, the Board of Supervisors or with union-

          signatures of one-tenth of membership attending a General Meeting.

      7. Proposals will be carried with the affirmative vote of at least half of those members attending the General

          Meeting.

      8. Modification of the constitution, removal of members of the leadership, and overthrow of resolutions

          require approval of three-quarters of members attending a meeting.

Part 10: Board of Directors

      1. The Board of Directors, which is voted at, and responsible for, General Meetings, is the executive body

          of the MRTA. After the end of a General Meeting, the Board of Directors is required to execute the

          decisions made at the meeting. In addition, according to the policies established by the General

          Meeting, the Board of Directors can carry out various relevant activities which including the admission of

          new members.  Also, the Board of Directors represents the MRTA externally.

      2. The term of service of the Board of Directors is three-years. A new Board of Directors will be voted-in at

          the meeting after the expiration of the previous term in service.

      3. A Board of Directors consists of seven members (positions are elected from among the members in the

          Board of Directors), which includes: one President; two Vice-presidents (1st and 2nd Vice-presidents);

          one Secretary Director; one Financial Director; one Academic Director; one General Affairs Director.

      4. Except for the President, or the members who are authorized by the President or the Board of Directors,

          members shall not express their views on behalf of the association.

      5. Duties of the members in the Board of Directors:

          President:

- Internal: is responsible for the co-ordination and management of the work in MRTA, exercising

  the right provided by the constitutions.

- External: takes part in the activities on behalf of MRTA according to the aim of the association.

Vice-presidents:

- Assist the president for the work of MRTA. In addition, Vice-presidents, in order, are responsible

  to take over the relevant duties with the absence of the President.

Secretary Director:

- Is responsible for the recording of the minutes of meetings, processing letters and documents of

  the MRTA, making arrangements and the co-ordination of all activities in respect of General

  Meetings and the Board of Directors.

      6. Meetings within the Board of Directors are convened by the President.  In order to be considered valid,

          Board of Directors’ Meetings must have in attendance a majority of more than half of the Board

          members. Proposals are effective with the affirmative votes from at least half of those members

          attending the Board of Directors’ Meetings.

Part 11: Board of Supervisors

      1. The Board of Supervisors, which is voted in the General Meeting, consists of three members, including

          one Supervising Board Director and two Supervisors with a term of service of at least three years. The

          Supervising Board Director is elected from among the members in the Board of Supervisors.

      2. The Board of Supervisors is responsible for supervising and inspecting the work from the Board of

          Directors which they then summit at a General Meeting.

      3. Members of the Board of Supervisors cannot make any external speeches on behalf of the association.

Part 12: Consultant

      The Board of Directors can invite any number of academic and honorary consultants according to the

      needs and the duties of the association.


Chapter 4: Supplementary Articles

Part 13: Operating Expenses

      1. The source of the operating expenses of MRTA is from the membership fee (entrance fee and annual

          fee) as well as the income from carrying out academic activities.

      2. The MRTA can accept any non-refundable donation with no subsidiary conditions.

      3. The first leadership members are to be determined by the preparatory committee (This regulation is only

          applicable to the foundation of the association).
